Charter:
The Highlands County Hospital District (the “Hospital District”) is a dependent special district established on 19 April 1961 by the Florida Legislature pursuant to Chapter 61-2232, Laws of Florida (the “Enabling Act”). The Enabling Act was amended several times; codified at Chapter 2004-458, Laws of Florida; and amended by CS/HB 4087 (2026).

The Hospital District service area is Highlands County, Florida.
The Hospital District’s Hospital is located at 3600 South Highlands Avenue, Sebring, Florida.
Public Purpose:
The Board of Commissioners is authorized to establish, construct, lease, operate and maintain any hospital that in its opinion is necessary for the use of the people in the district. The Hospital shall be established, constructed, leased, operated and maintained by the Board of Commissioners for the preservation of the public health, for the public good, and for the use of the public of the district. Maintenance of any hospital within the district is found and declared to be a public purpose and necessary for the preservation of the public health and welfare of the district and inhabitants thereof.
